Acrobat Tip Sheet: How to Create or Fix Adobe PDF Link Tags
Link tags need to be properly tagged in Adobe PDF to function properly for assistive technology users, such as those using screen readers. The <link> tag needs to contain link text with the Link-OBJR tag as a sibling to the link text.
